You may have seen news reports about rebate payments being made to health insurance members. Under the Patient Protection and Affordable Care Act, insurance companies have to distribute a refund if they have spent more than 20% of a member's premium (for individual and small employer groups) on expenses that are not directly related to providing health care services. That threshold is 15% for larger employer groups.
In Texas alone, an estimated 1.5 million people received $167 million in refunds, according to one media report.
